UNHCR’s strategy to achieve the ambitious goal of this campaign sets out key
actions that states must take to address statelessness. These actions include:
  • Resolving major situations of statelessness through law and policy re-forms, accompanied by citizenship campaigns;
  • Ensuring that no child is born stateless;
  • Preventing deprivation of nationality on the basis of discrimination;
  • Removing gender discrimination in nationality laws;
  • Granting protection status to stateless migrants; and
  • Issuing nationality identification documentation to those with entitlements to it.

A “stateless person” is someone who is not considered as a national by any state under the operation of its law (article 1 of the 1954 Convention relating to the Status of Stateless Persons). Here, nationality refers to the legal bond between a person and a state. This bond can best be seen as a form of official membership which confers upon the national certain rights (like the right to live in the country or participate  in elections) as well as duties (like the duty of military service, where this is still in place). A person who is stateless lacks this membership and will be seen and treated as a foreigner by every country in the world. We are looking at a city like any other, these are the people who’ve in the city, they live work and play freely thanks to their rights. Everybody except him. He is imprisoned by an invisible barrier. His crime – being stateless. That means he is not a citizen of any state. With citizenship he could enjoy all he rights most of us take for granted. But for a stateless person that is impossible. In the world today there are over 10 million stateless people – legally they don’t exist. It’s time to do something for them.

We are ready to make our voices heard. We believe that if we take a stand, others will join us. And if enough of us stand up we will end this inhumanity. That is why UNHCR has launched the Campaign to End Statelessness in 10 years.

Sixty years ago, the world agreed to protect stateless people.
Now it’s time to end statelessness itself. We need ten million signatures to change ten million lives.

The Problem of Childhood Statelessness

A child without any nationality can face a lifetime of discrimination. Statelessness can profoundly affect the ability of children to access education and adequate healthcare, and to fulfill their ambitions and dreams for the future. Preventing and  ending childhood statelessness is the best way to stop the spread of the problem. Ensuring that no child is left stateless will lead to better enjoyment of human rights by individuals and improved development outcomes for communities and States.

 

Objectives of the Coalition

The Coalition aims to develop, expand and strengthen international co-operation to raise awareness about and combat the  hidden problem of childhood statelessness. It also aims to promote the right of every child to acquire a nationality. The Coalition seeks to engage in activities that will help to:

  • Ensure that no child is born stateless
  • Eliminate laws and practices that deny children nationality on discriminatory grounds
  • Remove gender discrimination from nationality laws
  • Improve birth registration to prevent statelessness
  • Encourage States to accede to the UN Statelessness Conventions
